The state-run North Korean news website Meari said there's no reason North Korea and the U.S. can't have a major breakthrough.
The website said North Korea hasn't recently built or tested nuclear weapons.
Plus, it reported, the North doesn't plan to use or spread its weapons.
President Trump and leader Kim agreed to rid the Korean Peninsula of nuclear weapons when they met last summer.
But little progress has been made as they near their second summit scheduled for next week.
North Korea purportedly destroyed weapons testing sites last year, proof, it believes, it's serious about denuclearization.
Meari also said the international community agrees it's time for the U.S. to respond.
It added Washington should consider this a precious opportunity.
