The Intergovernmental Panel on Climate Change released the report Monday in Incheon, South Korea.
Scientists from around the world gathered in the port city west of Seoul to share their grim outlook.
Their report says the world has just over a decade to take measures to limit global warming to 1.5C above pre industrialization levels.
If that goal isn't met, the panel says, there could be more extreme weather, including heat waves, drought and rainfall.
Species extinction would be higher and more people would face water shortages.
The report says there needs to be a major transformation to society at every level to prevent greater risk. That includes massive cuts to carbon emissions that country are failing to enforce.
