EU agrees fresh sanctions on Russia

The European Union has agreed on a fresh sanctions package targeting
Russia's shadow fleet and aluminum sector.

It comes as the United States has suggested that sanctions relief for
Moscow may be part of future peace negotiations to end the war in
Ukraine.
