A day after India's interior ministry formed a panel to carry out peace talks in the state of Manipur, locals are complaining about a lack of representation from the federal government.
The 51-member panel includes state officials and representatives from the local ethnic groups.
The peace committee aims to calm the state where ethnic clashes have claimed more than 80 lives since May.
