Japan's new foreign minister, Yoshimasa Hayashi, said Thursday that it was important to build constructive and stable ties with China.
His appointment to the top post has reportedly caused friction in the ruling Liberal Democratic Party among conservative lawmakers, who see him as being too pro-Beijing.
