A state of emergency has been declared across the New York region after record-breaking floods killed at least 8 people, and took residents largely by surprise.
What were forecast to be just the 'remnants' of Hurricane Ida closed Newark International Airport, flooded large segments of the New York subway system and turned highways into rivers.
