South Africa has until November to hold local government elections. The Independent Electoral Commission has set the date for 27 October, but an inquiry into the matter has found that municipal elections on this day would not be free and fair, because of the impact of the COVID-19 pandemic. Despite this finding, government has now gazetted the date. Mark Roughton explains why.
