The European Medicines Agency says there IS a possible link between the Johnson & Johnson Covid-19 vaccine and blood clotting.
It's now recommending warnings about these very rare blood clots should be added to labelling, but it remains up to member states what action to take.
But it insists the benefits still outweigh the risk.
