South Korea was set to host the summit -
Which has been held about once a year since 2008.
The three countries usually discuss economic cooperation -
As well as regional issues like North Korea.
But according to local media,
Japan has told South Korea that Prime Minister Yoshihide Suga would not attend -
Unless quote "proper measures" were taken to address its concerns.
Relations between the two countries have deteriorated sharply over the past few years-
Particularly over the issue of Korean labourers forced to work at Japanese firms during Japan's colonial rule.
