India's central bank cuts rate to 4%

India's central bank cut interest rates to 4%, the lowest level in twenty years, in an effort to boost spending.

The Reserve Bank of India's governor says the 40-point cut will help prop up the tanking economy.

But the bank's forecasts painted a gloomy picture of the near future.
