North Korea and Russia appear to be setting the stage for the first meeting of their leaders. The summit could come at a time when North Korea is seeking help in sanctions relief… and not receiving any from the United States.

According to Japanese and South Korean media, Kim could meet Putin from Wednesday in Vladivostok.
The summit hasn't been publicly announced.
But Kim's head of protocol has reportedly visited several sites in the eastern Russian city, including a university and the headquarters of Russia's Pacific Fleet.
North Korea seeks easing of UN sanctions against its nuclear weapons programs.
Kim would likely look to Putin for help with sanctions in a summit.
Putin may also seize the opportunity to boost Russia's diplomatic profile Washington-Pyongyang talks falter.
