Human Rights Watch said that summits between Kim Jong-un and the leaders of the U.S. and South Korea have failed to address widespread human rights abuses.

The group said foreign governments should not forget Pyongyang uses torture, executions and sexual violence, among other abuses, to control its people with fear.

During nuclear talks, presidents Donald Trump and Moon Jae-in avoided the topic of rights with Kim.

A top North Korean official is reportedly in Washington this week for talks about a second Kim-Trump summit.
