Russian Lower House of Parliament approves law aimed at foreign media

LEAD:

The Lower House of the Russian Parliament has approved a draft law that would allow the Russian government to list foreign media operating in the country as a foreign agent.  US-backed Voice of America and Radio Free Europe are likely to be first to be affected. Moscow says the move is in response to the US forcing Kremlin-backed RT to register as foreign agent in the US. Julia Lyubova reports from Moscow.
