Kremlin calls North Korea's latest missile launch 'provocation'

LEAD:


Moscow has called North Korea's latest missile test an 'unacceptable provocation'.  Moscow says the United Nations Security Council is united that such launches should not be taking place.  It comes after Pyongyang fired a missile that flew over Japan's Hokkaido before landing in the Pacific Ocean.
