American President Donald Trump is determined to build a wall with Mexico, putting more pressure on the US Congress to release funds to pay for it.
Mr Trump has threatened a government shutdown unless funds are made available to pay for the wall.
White House spokesperson Sarah Huckabee Sanders resisted answering questions from reporters over why taxpayers would have to foot the bill when Mr Trump had repeatedly promised that Mexico would pay for it.
But she said the president was determined to see it built, even calling on Democrats to support it.
