SPAIN ATTACKERS 'NOT ON INTEL RADAR'

The alleged ring-leader of last week's attacks in Spain was reportedly linked to one of the 2004 Madrid bombers.

Officials in Spain are facing questions about why the terror cell behind the attacks in Barcelona and Cambrils, which killed 14, weren't on the radar of intelligence services.
