INTRO:
A US federal judge has halted the deportation of all Iraqi nationals
recently detained by the Immigration and Customs Enforcement, on the
grounds that many face persecution back home for religious affiliation
and ethnicity.
This is an expansion of the judge's original order, which applied only
to 114 Iraqis detained near Detroit, Michigan.
