Trump breaking taboo of torture: UN rights chief

The United Nations High Commissioner for Human Rights has accused U.S.
President Donald Trump of breaking the taboo of torture.

Trump has previously suggested he's in favor of reinstating torture
techniques such as water boarding and the UN official warns this could
set a dangerous precedent.
