Russia and Ukraine face penalties over Eurovision withdrawal

Russia and Ukraine face penalties for violating the rules of the Eurovision song contest, the organisers have warned.  Russia withdrew from the 2017 edition after Ukraine has banned its singer, Yulia Samoylova, from the country for performing in Crimea annexed by Russia in 2014.  Julia Lyubova reports from Moscow.
