Prime Minister Theresa May says it will be hard to comprehend the warped mind of the suicide bomber who killed at least 22 people and left dozens more injured.
She addressed the UK Tuesday morning after meeting with her cabinet.
The suicide bomber detonated himself shortly after an Ariana Grande concert ended at the arena in the heart of Manchester.
Prime Minister May says while most would of seen an arena packed with children as something to cherish, the terrorist saw an opportunity for carnage.
