U.S. Secretary of State Rex Tillerson said his talks with Russian Foreign Minister Sergey Lavrov were productive, but admitted the relationship is at a low point.
The White House has been trying to sell the story that the divisions over Syria prove that the Trump administration is not somehow under the influence of Moscow.
Both Minister Lavrov and Secretary Tillerson called for improved communication:
