UN says Syrian government blocking aid deliveries in Eastern Aleppo

INTRO:

The United Nations is reporting that the Syrian government is blocking
aid deliveries and refusing to help the sick and wounded in Eastern
Aleppo.

The UN also says government backed bombings against rebel holdings in
the east of the city may constitute war crimes.
