Russian President Vladimir Putin sent a telegram to Donald Trump to congratulate him on his victory in the US presidential election.  Putin expressed hope for a constructive dialogue between Moscow and Washington and hope for improved Russian-American relations.  Julia Lyubova reports from Moscow.
