EU anti-progaganda resolution angers Putin

LEAD:

Russian President Vladimir Putin says the EU is trying to silence dissenting opinions.  This comes after the European Parliament called on EU states to do more to counter Russia's 'disinformation and propaganda warfare'. Julia Lyubova reports from Moscow.
