Afghanistan president asks the UN to put new Taliban leader on sanctions list

INTRO:
The president of Afghanistan has asked The United Nations to put the
newest leader of the Taliban on to its international sanctions list.

But the Taliban has said that its leaders refuse to meet for peace
talks until the Taliban is removed from the UN list.
