Russian city bans migrants from many jobs

LEAD:

The governor of Russia's Novosibirsk region has signed a by-law banning foreigners from working in a range of professions, from teachers and translators to bus or taxi drivers.  The ban will be enforced over the next three months.  Julia Lyubova reports from Moscow.
