Leverage, not ransom - U.S. State Dept. on Iran payment

The U.S. State Department now says it used a $400 million as leverage to make sure Iran released three American prisoners.

The Obama administration has been accused of paying a ransom, but the money was part of a settlement of a legal dispute more than 3 decades in the making.
