Russia plan “unprecedented” military upgrade on disputed islands

Russia is considering a plan to open a new naval base on one the
islands in the disputed Kuril chain.

Japan also lay claim to the island chain and the dispute is the major
reason why no peace treaty has been signed between the nations after
World War Two.
