The mayor of Davao City Rodrigo Duterte is in the lead as the final votes are counted in the Philippine elections.
He's concerned many with his tough talk, including claiming assert sovreignty over parts of the South China Sea ("ongoing regional Maritime territorial disputes") by taking to the waters on his jet ski.
While refusing to comment on the specific outcome of the vote, White House spokesman Josh Earnest did repeat American policy toward the region, that disputes should be resolved peacefully.
