Port of L.A. Paid Chinese Ships To Upgrade, Didn't Reap Benefits

The Port of Los Angeles in California paid a Chinese government-owned
shipping company $5 million dollars in 2005 to equip their cargo
vessels to plug into electric power while at dock to keep their diesel
engines from polluting neighborhoods near the harbor. But the LA Times
reports that China Shipping stopped sending the equipped vessels to
Los Angeles after using the allocated money.

Patrice Howard reports from Los Angeles.
