A judge in the US state of California has ruled that the state's plan
for a $64 billion dollar, high-speed rail system do not violate
promises made to voters when they approved financing for the longterm
project. The ruling Tuesday came after a group of landowners asked the
judge to block state spending on the project, arguing that projections
on ridership, construction and operation costs are not reliable.
