UK Prime Minister David Cameron says good progress has been made on his demands for EU reforms as European leaders met in Brussels.
Britain wants to open up the treaties of the European Union to clamp down on citizens from other member states claiming welfare benefits in the UK.
While the German Chancellor Angela Merkel didn't rule out the idea, French president Francois Hollande insisted EU principles must be respected.
