CAMERON PUSHES EU REFORM IN BRUSSELS

British Prime Minister David Cameron's proposals for EU reforms are on the agenda as leaders meet in Brussels.

However, his call for migrants' welfare payments to be limited faces opposition from some EU states.

The refugee crisis will dominate the summit, but Mr Cameron hopes to secure the first substantial political discussion on reform at the leaders' dinner later.

He's promised to win EU reform ahead of holding an in-out referendum by 2017 on Britain's membership of the bloc.

However, Political reporter Theo Usherwood says his negotiating position is weak.
