EU and African leaders sign agreement to tackle migrant crisis

Over fifty European and African leaders signed an agreement Thursday
increasing aid to Africa in exchange for help managing the migrant
crisis. While the measures are designed to improve African
infrastructure, plans to deport migrants are controversial.
