EU leaders pledge external aid to stem refugee flow

EU leaders have agreed to step up aid to Syria's neighbours as well as refugee agencies after holding emergency talks to combat the migrant crisis.

The 28 nation bloc says its throwing a new focus on the root causes of immigration to the EU, amid ongoing divisions about a quota scheme to resettle refugees.
