Community leaders and activists in Cleveland, Ohio say they plan to invoke a rarely-used law to bypass prosecutors and go directly to a judge to request murder charges against the officers involved in the killing of Tamir Rice.
Rice, a 12-year-old African-American boy, was shot dead in November while playing with a toy gun in a park. This comes amid widespread skepticism towards the court system after prosecutors have declined to bring charges against officers in similar cases.
