Protesters gather outside EU leaders summit in Brussels

Protesters have been gathering in Brussels outside an emergency summit of European Union leaders to demonstrate against the EU's handling of the migrant crisis crossing the Mediterranean. 

This year already at least 1750 people have perished after boarding flimsy boats operated by illegal traffickers as they attempt to reach European shores.

The leaders are set to rubber-stamp a series of plans outlines by EU Foreign Affairs ministers Monday but humanitarian charities say the fact there is no plan to launch a full search and rescue operation means the bloc is not doing enough.

Ska Keller, Green Member of the European Parliament says leaked plans from the summit are not going in the right direction.

Iverna McGowan of Amnesty International Europe says the EU's mission known as Triton has been nowhere near effective enough to replace an Italian search and rescue operation called Mare Nostrum which ended in November 2014.
