North Korea has announced it won't attend a Security Council meeting
at the United Nations where the country's human rights record will be
discussed.
A majority of the Security Council members wanted the issue placed on
the agenda saying these human rights violations could have a
destabilizing impact on the region.
William Denselow reports from the United Nations in New York.
