The outgoing president of the European Commission, Jose Manuel Barroso is warning Britain's Prime Minister not to make a historic mistake by taking Britain out of the European Union.
Prime Minister David Cameron has promised a referendum on staying in or leaving by 2017.
Barroso is also warning Cameron that a proposed system of quotas to curb immigration may be illegal.
Former UK deputy Prime Minister Lord Heseltine says that the rate of immigration into the UK now is too high.
