US State department: ransom was not an option

The U.S. State department has insisted that paying a ransom for murdered US photojournalist James Foley was not an option.

Fielding questions on Washington's policy of not negotiating with terrorists, U.S. State department spokesperson Marie Harf said the U.S. is doing all it can to stem the flow of cash to Islamic State militants [ISIS].
