STARMER RIVAL SETS OUT PLANS FOR WESTMINSTER RETURN

 UK Prime Minister Keir Starmer faces a drawn out wait for a leadership contest after potential rival Andy Burnham announced plans to return to Westminster.

The Greater Manchester mayor says he wants to stand in a by-election in north-west England.
