The NHS Confederation, which represents organisations across the National Health Service, says mandatory face coverings in crowded places should be among measures brought back in.
There were over 40 000 confirmed covid-19 cases in the UK in the last 24 hours, and over 200 deaths recorded.
But the government says it has no plans to toughen restrictions because hospitalisations remain low due to vaccination.
And Business Secretary Kwasi Kwarteng is ruling out the country needing to go back into lockdown this winter.
