South Korea says the survey will last 18 days as proposed by North Korea.
The inspection will cover 12-hundred kilometers of North Korea's railroads.
During peace talks this year, North and South Korea said they hope to connect their railways across the border by the end of the year.
But any railroad exchanges would likely be banned under international sanctions against North Korea.
The United Nations has approved a sanctions exemption but for just the survey.
And that came after months of delays.
